Publication Scheme

Section 19 of the Freedom of Information Act requires public authorities to have a Publication Scheme.

A Publication Scheme is a list of classes of information the public authority publishes or intends to publish. In this context, 'publish' means to make information available, routinely.

The Information Commissioner's Office has defined a model publication scheme that all public authorities should follow, and has issued guidance for Higher Education Institutions on what information should be published. There are seven classes of information within the scheme and these are described below.

Who we are and what we do

This section relates to organisational information, structures, locations and contacts and includes the following types of information:

 

Legal Framework

The University of Bradford was established by Royal Charter which was approved in 1966 by the Privy Council.  

The constitutional framework within which the University operates is based upon its Charter and Statutes.  These have been amended to reflect developments and changes within the University and the most recent versions were approved by the Privy Council in July 2015.

How the University of Bradford is organised

Information about how the University is managed and governed can be found at the University's Structure and Organisation page.

Council is the University's supreme governing body and holds the responsibility of ensuring that the University's overall mission, strategy, and direction are delivered through an effective framework of both governance and management. 

Senate is the supreme academic authority of the University responsible for overseeing academic quality and standards.

The Executive Board is the principal management committee of the University and it ensure the effective leadership, coordination and management of the activities of the University.

The University is composed of four Faculties and a number of Professional Services Departments.

Student activities

Information about the University of Bradford Union of Students (UBU) is available from the UBU website. Please note that UBU is a separate organisation to the University and is not subject to the Freedom of Information Act 2000.

 

 

What we spend and how we spend it

This section relates to financial information relating to projected and actual income and expenditure, procurement, contracts and financial audit and includes the following types of information:

Funding/income

The University provides a breakdown of its income and information in relation to capital investment in its Financial Statements.  For further information contact the Director of Finance.

The University's Annual Accounts are published and available for inspection.  They include the University's statement of corporate governance and information on capital expenditure.  Budgetary and account information is maintained by the Univeristy Finance Department.

Financial audit reports

The Independent Auditor's report to the University is published in the Financial Statements.

Capital programme

Information relating to capital investment is available in the Financial Statements.

Financial regulations

The University's Financial Regulation govern financial procedures.

Staff pay and grading structures

Information about salary structure can be found on the Human Resources website. 

Information is also available on employee rewards and benefits.

Register of suppliers

For information on suppliers contact Purchasing Services.

Procurement and tender procedures and reports

The University Purchasing site describes the University's procurement procedures.

The University publishes terms and conditions for contracting and for the supply of goods and services.

The University's electronic tendering site contains information on existing customers and tenders, and contracts and tenders currently available.

Minutes from Council

Summary Reports of Council Meetings are published shortly after each meeting takes place and from the beginning of the 2019/20 Academic Year, minutes of Council are also published when they have been approved.

Information may be redacted or removed if it is considered to fall under an exemption, for example information relating to identifiable individuals or information which could prejudice the commercial interests of the University or another organisation.

Minutes from Senate

From the beginning of the 2019/20 Academic Year, minutes of Senate are published when they have been approved.

Information may be redacted or removed if it is considered to fall under an exemption, for example information relating to identifiable individuals or information which could prejudice the commercial interests of the University or another organisation.

Our policies and procedures

This section relates to current written regulations, policies and procedures for delivering our services and responsibilities

The Charter and Statutes specify where that the University must have Ordinances which detail high level rules about how the University is organised, governed and managed and 

Regulations are specfied in the ,  and  and provide rules, primarlity relating to matters of academic governance and other related matters.

Other rules, particularly administrative and management matters are laid out in the University's policies. The University is currently undergoing a review of all policies.  When this review is completed, a policies will be available on the policies page

Lists and registers

This section relates to any information we are currently legally required to hold in publicly available registers and includes the following types of information:

  • Asset registers: Information in relation to major capital assets is maintained by the Finance Department although a formal asset register is not maintained
  • Register of interests: Information about the Register of Interests for members of the Senior Management Team and Members of Council are available from the University Secretary on request
  • University’s Entertaining, Hospitality and Gifts Policy requires all offers of gifts exceeding a value of £25.00 to be recorded in a register declared to the Associate Director of Procurement
  • Details of other charities that the University's Trustees (i.e. its members of Council) are also trustees of is available in the Council Members Profile page
  • The Companies and Charitable Status webpage contains information on the companies either wholly or partially owned by the University

Exchanges and Opportunities Abroad: the University of Bradford has one of the most comprehensive exchange schemes in the United Kingdom. Language Centre: we offer language support as a university-wide policy, supporting international students, home students, staff and the wider community.

Heaton Mount is the University's conference and event venue

Eye Clinic: the University offers a complete primary care service to the general public as well as the University community. The clinic is staffed by final-year optometry students who operate under the direct supervision of qualified optometry staff. 

Physiotherapy and Sports Rehabilitation Clinic: is based within the Faculty of Health Studies and is open to University students, staff and the general public.

DHEZ: the Digital Health Enterprise Zone Academic aims to bring people together to develop digital health innovations that improves the lives of people with long-term health conditions.  It can be found in the Phoenix South West Building on the University campus. 

Ethical Tissue: provides a wide range of human tissue, cells and fluid samples for biomedical research groups in academia, industry and the health service.
